The Department of Health – Abu Dhabi (DoH) has made its move to revolutionize the quality of healthcare services with the introduction of a new programme to reward clinical excellence. The Rewarding Exceptional Quality programme marks a movement from conventional, volume-driven models of health care toward outcomes-based care, and the pilot initiative is concentrated in the area of fertility services—a field of supreme significance in public health and family welfare.
This system will encourage health practitioners to raise the level of care in all areas. Clinics are to be judged against a tight set of global performance standards, such as clinical outcome measures such as IVF success rates, monitoring patient safety, treatment protocols, and patient satisfaction scores. Clinics that achieve or surpass these levels on a consistent basis are to be rewarded with financial incentives as well as other institutional rewards.
Fertility industry was selected for piloting due to its social significance and high degree of emergentness. As awareness of infertility as a global health issue increases, and with the development of assisted reproductive technologies, the demand for superior fertility services grows on a daily basis. In addressing this sector, DoH aims to have couples receiving fertility treatments in Abu Dhabi access world-class care that is empathetic.
The existing healthcare infrastructure in Abu Dhabi is strategically positioned to help reach the attainment of this objective. A total of 14 specialist fertility clinics are working in the Emirate with a highly qualified workforce of more than 2,800 obstetrics and gynaecology professionals, with 700 of them being consultants and specialists. On top of that, there are 45 women's health centers and 375 midwives helping in extensive reproductive care service.
In 2024, fertility centres in Abu Dhabi performed more than 6,180 IVF cycles. In 2025, the Emirate recorded an IVF success rate of over 51%, placing it among the highest globally. These statistics not only reflect the quality of existing care but also underline the potential for continuous improvement under the new programme.
The DoH looks forward to roll-out the Rewarding Exceptional Quality programme across other specialties in the future, cementing a long-term culture of clinical excellence and innovation. The programme has a two-fold purpose: improving patient results and satisfaction, and making Abu Dhabi a global healthcare leader for innovative delivery of healthcare.
By adopting this forward-looking strategy, Abu Dhabi will establish new regional and global standards of healthcare quality, especially in specialist areas such as fertility, while ensuring the health and wellbeing of citizens and medical tourists.
